Most economic analysts are of the opinion that the Indian economy is likely to have a period of high sustained growth over the next few decades. One of the key enablers for this growth is availability of good quality electricity at reasonable prices. Development and growth of the electricity sector, in India, like rest of the world, has been overwhelmingly under Government (both Central as well as State) control. Only towards the early 90s some signs of liberation started trickling in. The Electricity Act, 2003 came up with an objective of transforming the sector from a cost plus engineering driven industry to one which is market driven where the costs must be controlled below the price to survive.
Notwithstanding the Act, the Government continues to remain the prime driver for the growth and development of this important infrastructure sector – as much of the industry continues to be owned and controlled by Government. With aggressive development targets in place in order to sustain the economic growth, Government of India has initiated several moves at different levels to ensure that the important infrastructure sector is able to achieve the targeted objectives. The enormity of the task may be adjudged from the fact that the capacity addition targets for the XI Five Year Plan are equivalent to that added in the last 5 decades.
It is also important to appreciate that the commercial forms of energy like electricity is available only to a small percentage of the Indian population. Teeming millions depend on biomass and farm wastes for meeting their primary needs of energy. Providing “Access to Electricity” (for all) at reasonable prices is indeed a daunting task, given the huge resource requirement and the inadequate delivery mechanism.
The on-going events have a tremendous impact on the traditional sources of energy. Coal, which constitutes the singe largest source of electricity today, is losing favor because of it not being “clean”. Large hydel projects, though not polluting, are not necessarily the preferred ones because of the adverse impact on the flora & fauna and also on the lives of people displaced by such projects. Nuclear power has mixed reactions and faces some renewed interest. In a global environment with a looming energy crisis, growing concern for environment and murkier global politics being played on energy fields, renewable seems to be the order of the day.
The enormity and complexity of the task call for active participation from all stake holders.
